Practical, personalised advice is a good angle, it gives people a reason to reply instead of just shopping on price.
i use a system i built to find the right local businesses who genuinely need an accountant and send each one a proper tailored email, not a blanket one, quietly in the background so you're not chasing. i use it myself, if i didn't think it worked i wouldn't put my own name on it.
